Regional AI commentary still leans too heavily toward spectacle. It rewards the countries with the biggest announcements, the fastest deal flow, and the strongest marketing around models, compute, and national ambition. Jordan and Egypt point in a different direction. Their importance lies not in headline volume but in institutional seriousness. Both are building AI through governance structures, implementation logic, compliance layers, and state coordination that are much closer to what real deployment requires. That makes them more analytically important than their media footprint suggests. 

That distinction matters because AI advantage does not come only from access to models or capital. It comes from whether a state can define who is responsible, how progress is tracked, what counts as compliance, when a system is safe to deploy, and how failure is measured and corrected. A weak institutional design can absorb substantial AI spending and still yield fragile outcomes. A stronger institutional design can move more slowly and still build something far more durable. Jordan and Egypt are both operating closer to that second logic.

Jordan: Building AI through governance, follow-through, and measurement

Jordan is treating AI strategy as a managed program, not a declaration

Jordan’s 2023 to 2027 AI Strategy and Implementation Plan is unusually explicit about governance. It places the program under the Ministry of Digital Economy and Entrepreneurship and divides governance into two linked functions: follow-up and implementation, and measurement and evaluation. The strategy also assigns oversight roles to the National Council for Entrepreneurship, requires periodic reporting to the Council of Ministers, and establishes a steering committee composed of representatives from government, the private sector, and academia. That is not ornamental governance. It is an attempt to build a supervised execution model.

Jordan is trying to make the implementation measurable.

What makes Jordan more interesting is that it does not stop at committee language. The strategy says the ministry will establish a specialized unit to supervise projects and initiatives, prepare periodic reports, conduct reviews and evaluations, and even automate strategy implementation and performance monitoring to produce regular electronic reports. It also defines a measurement and evaluation layer that tracks the spread of AI in the Kingdom, its impact on public and private sector performance, and the readiness of public institutions to adopt it. This is a much more disciplined posture than the common regional tendency to treat implementation as an implicit byproduct of strategy. 

Jordan also identifies concrete targets rather than leaving the strategy in abstract terms. The document sets goals such as improving global AI readiness, increasing the number of AI researchers and published papers, growing the number of new AI startups, training 15,000 people in AI skills, raising awareness across 50 government agencies, and deploying AI in 25 government projects to solve national challenges. Whether Jordan meets all of these targets is a separate question. What matters is that the state has chosen to tie AI ambition to measurable outcomes rather than leaving success undefined. 

Jordan understands that public trust depends on explainability.

Jordan’s strategy also contains a revealing ethical and operational insight. In its risk management section, it identifies public distrust and the inability to interpret AI decisions as risks, then states that software should include mechanisms to interpret and justify the decisions or procedures it makes, in line with the national AI ethics charter. That is a serious point. It means Jordan is not treating explainability as an academic preference. It is treating it as a condition of legitimacy in public deployment. In a region where many AI conversations still drift toward performance theater, that is a notably mature institutional instinct. 

Egypt: Formalizing a national system for responsible scale

Egypt is moving from strategy to governance infrastructure

Egypt’s approach is even more formalized. MCIT describes the country’s second edition National AI Strategy for 2025 to 2030 as a roadmap for moving from early adoption to large-scale implementation across six pillars: governance, data, infrastructure, technology, talent, and ecosystem. The same official material states that the Egyptian Center for Responsible AI serves as the technical and executive arm responsible for enforcing the National AI Governance Framework. At the same time, the National Council for Artificial Intelligence provides the policy and coordination layer. This is not just a vision statement. It is the beginning of a national operating model for AI governance.

In March 2026, Egypt published the Guide to the National AI Governance Framework and shortly after announced that the National Council had adopted both the framework and its complementary guidelines. The official guide describes the framework as comprehensive, sovereign, human-centric, and applicable across the public and private sectors. The same material says it is designed to define governance structure, roles, and compliance methods. This matters because Egypt is no longer only talking about responsible AI in principle. It specifies who governs, what must be checked, and how compliance is to be achieved. 

Egypt is building compliance into the deployment path.

The technically important part of the Egyptian framework is its treatment of high-risk AI. The guide lays out a dual-check compliance model for high-risk systems. Before such a system can enter the Egyptian market or be put into service, the provider must complete two mandatory assessments. The first is an AI ethical impact assessment that examines risks tied to bias, discrimination, job displacement, rights, values, and national interests and serves as an ethical license to proceed with development. The second is a technical conformity assessment using testing, evaluation, verification, and validation methods to act as a technical license for market entry. This is a more mature deployment logic than what many states currently have.

This is why Egypt deserves close attention. It is trying to turn responsible AI from a rhetorical layer into a gating mechanism. In practical terms, that means AI systems are not supposed to move from design to deployment simply because they work technically. They also have to clear ethical scrutiny and technical scrutiny as distinct stages. That is a very different posture from the more common regional pattern where ethical language is appended after the architecture is already set. Egypt is making governance part of the release pipeline itself.

Egypt is linking governance to data sovereignty and infrastructure.

Egypt’s framework is also notable for tying governance to infrastructure. The guide says the framework reinforces data sovereignty and localization, supports national data trusts and secure data-sharing platforms, and requires strong data quality standards for high-risk systems. It also describes a sovereign cloud approach based on national data centers and high-performance computing facilities for critical government AI workloads. This is important because it treats AI governance not as a narrow ethics exercise but as a stack that includes infrastructure, data, and institutional controls.

There is another telling detail. Egypt’s framework promotes what it calls frugal AI and asks developers of high-risk systems to justify the use of resource-intensive models when lighter alternatives are technically feasible. That is a strikingly pragmatic move. It suggests the state is thinking not only about safety and sovereignty, but also about cost, sustainability, and deployment realism. Many governments still behave as though more computing automatically means more progress. Egypt is closer to the harder question: what architecture is actually justified for the system being built?

What Jordan and Egypt Reveal About the Region’s Next Phase

The next advantage is implementation logic rather than volume.

Taken together, Jordan and Egypt reveal something the region still underestimates. The next AI winners may not be the states with the loudest messaging. They may be the states with the strongest implementation logic. Jordan is building around governance cadence, institutional follow-through, measurement, and explainability, with its strategy assigning formal roles for implementation, monitoring, and evaluation under the Ministry of Digital Economy and Entrepreneurship. Egypt is moving toward even more formal governance layering through its National AI Governance Framework, including structured compliance, risk-based oversight, and national governance instruments tied to its 2025 to 2030 strategy. One is showing how to organize national execution. The other is showing how to govern deployment at scale. Both point to a quieter but more durable source of advantage.

Real deployment punishes weak institutional design.

This matters because real AI deployment eventually collides with ordinary institutional reality: procurement, reporting, legal review, model risk, public trust, interoperability, workforce readiness, and operational drift. Countries that do not build in early to address those constraints tend to discover them late, usually after the pilot phase, when corrections become slower, more political, and more expensive. Jordan’s strategy is notable because it seeks to front-load implementation discipline through oversight structures, reporting logic, and measurable targets. Egypt’s framework does the same through governance layers, ethical and technical conformity checks for high-risk systems, and infrastructure choices tied to sovereignty and critical workloads. Neither approach is flashy. Both are closer to what serious deployment actually requires. 

The quieter advantage is disciplined supervision.

That is why Jordan and Egypt matter beyond their media profile. They are not merely asking how to adopt AI. They are asking how to supervise it, measure it, justify it, and sustain it once it enters real institutions. In practice, that may become more valuable than raw access to models or louder national positioning. Countries that can build repeatable governance, measurable implementation, and defensible operating discipline may end up shaping the regional market more deeply than countries that rely mainly on visibility and speed.

Jordan is showing the value of governance, follow-through, measurement, and explainability. Egypt is showing the value of formal governance architecture, risk-based compliance, sovereign infrastructure, and disciplined deployment. 

The deeper lesson is simple. AI advantage is not only a function of who can buy intelligence first. It is also a function of who can institutionalize it without losing control. The countries that learn to govern, measure, justify, and operationalize AI may end up shaping the region more deeply than the countries that announce it most aggressively. In that sense, Jordan and Egypt may not be the loudest players in the field. They may be the ones writing the operating manual everyone else ends up needing.
